Why must I be at least 21 years of age to hire a motorbike?
In fact, you could hire a motorbike as soon as you attained majority - but you may not drive it before being 21.
This is an insurance term for rented vehicles which exists in almost all countries in the world: The insurance companies just do not offer coverages for rented motorbikes to younger persons.
In case that you drive a rented vehicle though, both insurance and registration become invalid, and you incur a penalty.
Unfortunately, there is no possibility of exemptions or of extensions to the insurance coverages, not even against an additional fee.
